Singapore travel insurance policies that cover motorcycles

After the recent incident with Singaporeans in Bali, I sought to research travel insurance companies in Singapore that can cover motorcycle and car rental usage.

As it helps to keep peace of mind when traveling to know that you are protected if something does go wrong during your travels.

Here is my summary from my research of the travel insurance polices offered in Singapore covering motorcycle and car rental usage that I have found online. I find it important to know the specific terms and conditions so I have copy and pasted them below.

Since these terms and conditions do change, please do refer to each travel insurance company for the most recent details. I have noted the links and references to help you check and confirm that the details are most relevant.

Singapore travel insurance policies that cover motorcycles

These are the travel insurance companies with a Singapore presence that covers motorcycle usage while traveling depending on the coverage countries/ area you purchase. 

These include:

Section 39 - Rental Vehicle Excess: Classic not covered/ Premier $1000/ Platinum $1500

Rental Vehicle means a rented sedan, campervan, hatchback, station-wagon (including 4WD’s) campervan, motorcycle (including scooter) with an engine capacity of less than 200cc or other non-commercial vehicle rented from a licensed motor vehicle rental/hire company for the sole purpose of carrying an Insured Person on public roadways and shall not include any other vehicle or use.

Section 39 – Rental Vehicle Excess (Applicable to Premier Plan and Platinum Plan only) If during the Period of Insurance, while You are on a Journey, You become legally liable to pay a Rental Vehicle excess as a result of an Accidental collision involving, or theft of, a Rental Vehicle whilst in Your control, We will reimburse You for the excess up to the maximum sum insured specified in the Benefit Schedule, subject to the terms and conditions of this Policy.

ADDITIONAL CONDITIONS

(a) You are either a named driver or co-driver of the Rental Vehicle and the Rental Vehicle must be hired from a licensed rental agency.

(b) As part of the hiring arrangement You must take up all comprehensive motor insurance against loss of or damage to the Rental Vehicle during the rental period.

(c) You must comply with all requirements of the rental agency under the hiring agreement and of the insurer under such insurance, as well as the laws, rules and regulations of the country.

ADDITIONAL EXCLUSIONS

In addition to Part 4 – General Exclusions, We will not pay under Section 39 – Rental Vehicle Excess for any of the following:

(a) loss or damage arising from operation of the Rental Vehicle in violation of the terms of the rental agreement or the Rental Vehicle insurance policy, or loss or damage which occurs beyond the limits of any public roads or in the violation of laws, rules and regulations of the country.

(b) loss or damage arising from wear and tear, gradual deterioration, damage from insects or vermin, inherent vice, latent defect or damage. Section 40 – Additional Costs of Returning Rental Vehicle (Applicable to Premier Plan and Platinum Plan only) If during the Period of Insurance, while You are on a Journey, You rent or hire a vehicle and are unable to return the Rental Vehicle to the hire depot at the scheduled destination due to your Injury or Sickness, We will reimburse You for the reasonable costs incurred for returning the Rental Vehicle to the nearest hire depot up to the maximum sum insured specified in the Benefit Schedule, subject to the terms and conditions of this Policy.

ADDITIONAL CONDITIONS

(a) You are either a named driver or co-driver of the Rental Vehicle, and the Rental Vehicle must be hired from a licensed rental agency.

Rental Vehicle Excess: Travel Lite 1000, Travel Plus 1500, Travel Prestige 2500

We will reimburse you for any excess or deductible if you're legally liable to pay for loss or damage to the rented private vehicle during your trip.

Motorcycle coverage
All plans covered

This policy is extended to cover You motorcycling as long as:
  • You wear a crash helmet,
  • The driver holds a valid motorcycle license, and
  • You are not engaged either as a professional or where You would or could earn or receive remuneration, donation, sponsorship or financial rewards of any kind or practising for speed or time trials, sprints or racing of any kind.
No personal liability cover exists under this policy for motorcycling.

Section 32 – Rental Vehicle Excess Cover (Not applicable to Vital Plan)
We will reimburse You for any excess or deductible which You are liable to pay under the vehicle rental agreement in respect of loss or damage to rental vehicle caused by an accident or theft of a rental vehicle during the rental period, provided

1. the rental vehicle must be rented from a licensed rental agency;
2. You must comply with all requirements of the rental organisation under the hiring agreement and the insurer of the rental vehicle as well as the laws, rules and regulations of the country;
3. the rental vehicle must be driven by
a. You; or
b. Your authorised driver where You are a named driver listed on the vehicle rental agreement and the vehicle is driven in accordance with the licensing or other laws or regulations and You or Your authorised driver is not disqualified by order of Court of Law or by reason of any enactment or regulation from driving the rental vehicle.

This insurance does not cover claims arising directly or indirectly in connection with loss or damage arising from operation of the rental vehicle in violation of the terms of the rental agreement or loss or damage which occurs beyond the limits of any public roads or in the violation of laws, rules and regulations of the country.
Does travel insurance provide any cover for rental vehicle from overseas trip?
Yes, we will reimburse you for any excess or deductible which you become legally liable to pay in respect of loss or damage to rental vehicle caused by an accident or theft of a rental vehicle during the rental period up to a maximum of S$2,000 per vehicle.

Rental Vehicle Excess Claims
The policy will cover the excess stated in the rental contract only and not the cost of repair.

Covers the excess or deductible that is imposed on you following loss or damage resulting from an auto mobile accident to the rental vehicle you have hired.

40.1 We will pay you the excess or deductible that is imposed on you following loss or damage resulting from an automobile accident to the rental vehicle you have hired. Cover will only apply when you have hired the rental car from a licenced rental agency, and have included sufficient motor insurance policy for the duration of your rental period.

You must be named as either a driver or co-driver on the rental vehicle agreement.

40.2 We will not pay for expenses:

a) If you are operating the rental vehicle outside of compliance with any regulations advised by the rental agency, your motor insurance policy, and/or any applicable regulations of the country you are driving in.
b) If the loss of or damage arises from ordinary wear and tear, deterioration, atmospheric or weather conditions, insects, rodents or vermin.
c) If you do not report the vehicle accident immediately to the police and if you cannot prove that you made such report by providing us with a written statement from whomever you reported it to.
d) Related to administration charges, or similar charges which may be imposed by the rental agency.

Rental vehicle excess (Optional add on)

Pays the cost of the insurance excess of a car rented by the insured person if it is involved in an accident S$1,500

If during a Journey outside Singapore, an Adult Insured Person rents or hires a car or a campervan:

a) from a licensed rental agency, and
b) the rental agreement includes an excess (or deductible or similar condition) which makes the Insured Person liable for loss or damage to the rental vehicle.

We will pay the excess up to the maximum limit applicable to the Selected Plan as specified in the Schedule of Benefits.

if the Insured Person becomes legally liable to pay this amount provided that:
(i) it is as a result of accidental loss or damage to the vehicle caused by collision or theft while it is in the Insured Person’s control,

Section 29: Rental Vehicle Excess: Basic not covered/ Essential $1000 Preferred $1500

REIMBURSEMENT OF EXCESS OR DEDUCTIBLE FOR RENTAL VEHICLE
We will reimburse You for any excess or deductible stated in the Rental Agreement which You become legally liable to pay in respect of loss or damage to the rental vehicle caused by an Accident while overseas during the rental period while on the Trip. Conditions to be met:

1. You must hold a valid driving license and be either a named driver or a co-driver of the rental vehicle;
2. The rental vehicle must be rented from a licensed rental agency;
3. As part of the hiring arrangement You must take up a comprehensive motor insurance against loss of or damage to the rental vehicle during the rental period;
4. You must comply with all requirements of the rental organisation under the hiring agreement and of the insurer under such instance, as well as the laws, rules and regulations of that country.

Exclusions applicable to Section 29 only We will not pay claims in respect of loss of or damage arising from: (1) Operation of the rental vehicle in violation of the terms of the Rental Agreement or loss or damage which occurs beyond the limits of any public roads or in violation of the laws, rules and regulations of the country; (2) Wear and tear, gradual deterioration, damage from insects, or vermin, inherent vices, latent defect or damage of the rented vehicle.

31. CAR RENTAL EXCESS COVER You can claim this benefit if this Policy includes this benefit (as shown in the Table of Benefits) and You become legally responsible for paying an excess (or deductible or similar condition) resulting from Accidental loss or damage to a rental car from a licensed rental agency during Your Trip, provided:

You are either a named driver or co-driver of the rental car and Your licence allows You to legally drive the rental car in that country;

The Accidental loss or damage happens while You are the one driving;
  • You make sure the rental car has comprehensive motor insurance that will pay for vehicle loss or damage throughout the rental period; and
  • You follow all the rental agreement’s requirements, along with the laws, rules, and regulations of any country You drive the rental car in.

What We will pay:

We will pay for the excess You become legally responsible for, up to the limit stated in the Table of Benefits. You should note that:
  • You must provide copies of Your car rental agreement, original receipts proving You have paid for rental excess, along with any reports related to the rental car’s loss or damage.

Exclusions
In addition to the General Exclusions, We will also not pay any claims in respect of:
a) Violation of any terms of the hiring agreement, the insurance of the Rental Vehicle or driving regulations of the Country; and/or
b) Loss or damage arising from wear and tear, gradual deterioration, damage from insects or vermin, inherent vice, latent defect or damage;
c) Loss or damage from driving on any unsealed surface;
d) Any loss or damage to the following brands of motor vehicle: Ferrari, Bentley, Maybach, Rolls Royce, Aston Martin, Porsche, Lamborghini, Jensen, Lotus, McLaren, Maserati, Jaguar, Bugatti, Spyker;
e) Loss or damage to any camper van, recreational vehicle (RV), mobile homes, trailers, or any other vehicle more than 10 years old.
II) If during a Journey outside Singapore You rent or hire a car, from a licensed rental agency and are unable to return the rental vehicle due to Your Injury or Illness, We will pay the reasonable costs for returning the rental vehicle to the nearest hire depot. We will only meet these costs where you are liable for them under the rental agreement.

The benefits under this Part do not apply to a Child Insured Person.
N.B. This Policy will only pay for any claim under any one of the Parts 33 (I) or 33 (II) for the same event but not for more than one of the Parts.

Rental vehicle excess -Reimburses the excess or deductible for accidental loss of or damage to a rental vehicle under car agreement.

SECTION 44 – RENTAL VEHICLE EXCESS

We will pay the excess if the adult insured person legally has to pay this amount if during a journey outside Singapore, an adult insured person rents or hires a car, or a campervan:
(a) from a licensed rental agency; and
(b) the rental agreement includes an excess (or deductible or similar condition) which makes the adult insured person legally responsible for loss or damage to the rental vehicle.

This applies as long as it is as a result of accidental loss or damage to the vehicle and:
(a) the adult insured person must be either a named driver or co-driver of the rental vehicle;
(b) the adult insured person has kept to all requirements of the rental agreement;
(c) at the time of the accident, the adult insured person was licensed to drive the vehicle and was not taking part in or practicing for speed or time trials of any kind, or driving under the influence of alcohol, drugs or any drugs abuse;
(d) as part of the hiring arrangement, the adult insured person must take up a full motor insurance against loss or damage to the rental vehicle during the rental period; and
(e) the driver must be one of the insured persons of this policy at the time of the accident.

To avoid any doubt,
a) we will only pay limit for one adult insured person per rented vehicle, regardless of the number of insured persons registered to rent the vehicle or the number of insured persons authorised to drive the rented vehicle.
b) the limit for one adult insured person is for the entire trip regardless of the number of vehicles the insured person rents during the trip. What is not covered In addition to the exclusions, this section will not pay for: a) any loss or damage arising from wear and tear, gradual deterioration, damage from insects or vermin, built-in faults, or faults or damage which are not obvious; or
b) damage to tyres and rims unless damage is caused to other parts of the rental vehicle in the same accident.

SECTION 45 – RETURNING A RENTAL VEHICLE
If during a journey outside Singapore, the adult insured person rents or hires a car or a campervan from a licensed rental agency and cannot return it due to their injury or illness, we will pay the reasonable costs for returning the rental vehicle to the nearest hire depot. We will only meet these costs if the insured person 

(a) is legally responsible for paying them under the rental agreement;
(b) must be either a named driver or co-driver of the rental vehicle; and
(c) has kept to all requirements of the rental agreement.

To avoid any doubt,
a) we will only pay limit for one adult insured person per rented vehicle, regardless of the number of insured persons registered to rent the vehicle or the number of insured persons authorised to drive the rented vehicle.
b) the limit for one adult insured person is for the entire trip regardless of the number of vehicles the insured person rents during the trip.

When We will pay

When Your Rental Vehicle is lost or damaged due to an Accident Overseas, of which You are named driver or co-driver, and You become liable for the damage excess.

‘Rental Vehicle’ shall mean any motor-driven four-wheeled passenger vehicle that You hire from a licensed car rental company and is in Your care and custody, for the purpose of private and leisure use and not for practise or speed trial.

What We will pay
We will reimburse You up to the Sum Insured for the damage excess which You are liable for.

What You must do
1. You must hold a valid license to drive the Rental Vehicle.
2. You must comply with all terms of the hiring agreement, the laws of the country where You are using the vehicle, and take up a comprehensive motor insurance against loss of or damage to the Rental Vehicle during the rental period as part of the car rental agreement.

What is not covered
In addition to the General Exclusions (page 15), We will also not pay any claims if the Rental Vehicle is driven by anyone else other than You when the Accident occurred.

Car rental excess charges and return: Basic no coverage, Standard no coverage, Enhanced 1000, Supreme 1500

SECTION L – CAR RENTAL EXCESS CHARGES AND RETURN
We will reimburse you up to the Sum Insured limit shown in the schedule of benefits under Section L for the plan you selected for:

1. car rental excess charges; or
2. car rental vehicle return costs due to your hospital confinement.

Specific conditions applicable to Section L 1. The rental vehicle must be rented from a licensed car rental agency.

2. You are a named driver or co-driver of the rental vehicle.
3. You have adhered to all terms and conditions stipulated in the car rental agreement.
4. You are using the rental vehicle solely for the carriage of non-fare paying passengers and are not using it for the carriage of commercial goods.
5. You have purchased comprehensive motor insurance for the rental vehicle during the car rental period and you have adhered to all terms and conditions stipulated in the comprehensive motor insurance policy.

Specific exclusions applicable to Section L.

In addition to the General Exclusions, this Policy does not cover loss or damage arising out of, based upon or attributable to:
1. contravention of the terms and conditions stipulated in the car rental agreement, road or traffic violations or violations of any laws and regulations of the country you are in.
2. rental of:
(a) any vehicle which is classed as a campervan, motorhome or any other vehicle that is used for both accommodation and transportation purposes; and
(b) motorcycles, racing cars, watercraft and aircraft of any kind.
3. wear and tear and gradual deterioration, damage from insects or vermin, inherent vice, latent defect or damage.
4. loss or damage which occurs beyond the limits of any public roadway or on any roadway inaccessible to two-wheel-drive cars

BudgetDirect travel insurance

rental vehicle means a motor-powered four-wheeled vehicle which you have hired from a licensed rental agency for your private use. The vehicle must be in your care and custody.

F. Rental Vehicle Excess Cover
What we cover: If there is a loss or damage to your rental vehicle due to an accident during your trip, we will pay the excess or deductible which you become contractually responsible for, up to the limit shown on your Policy Summary. In order to claim, you must show that:

1. the rental vehicle is rented from a licensed rental agency and you were named as either a driver or co-driver of the rental vehicle; and
2. you have obtained comprehensive motor insurance (“Rental Vehicle Insurance”) when hiring the rental vehicle so that the Rental Vehicle Insurance policy will pay for the loss or damage to the rental vehicle throughout the rental period, beyond the excess or deductible.
You must give us copies of the vehicle rental agreement, the receipt showing payment of the excess or deductible of the Rental Vehicle Insurance and any reports relating to the accident or the loss or damage to the rental vehicle.

What we do not cover:
We will not pay for the following, or for loss or liability directly or indirectly caused by the following:
1. Claims for loss or damage to the rental vehicle, other than the excess or deductible of the Rental Vehicle Insurance.
2. Claims for the excess or deductible of the Rental Vehicle Insurance due to an accident resulting in loss or damage to the rental vehicle while it was not in your custody and control.
3. Claims for the excess or deductible of the Rental Vehicle Insurance due to an accident resulting in loss or damage to the rental vehicle which happened outside the vehicle rental period or outside the period of insurance covered by the Rental Vehicle Insurance policy.
4. Claims for the excess or deductible of the Rental Vehicle Insurance due to an accident resulting in loss or damage to the rental vehicle if, at the time of the accident, you were not licensed to drive the rental vehicle or you were taking part in or practising for speed or time trials or races of any kind.
5. Claims for the excess or deductible of the Rental Vehicle Insurance due to any loss or damage to the rental vehicle arising from wear and tear or gradual deterioration.
6. Claims for the excess or deductible of the Rental Vehicle Insurance due to any damage to the rental vehicle caused during a repair process.
7. Claims arising from breach of the vehicle rental agreement or the breaking of any laws, rules and regulation of the country where the rental vehicle is rented or driven.
